Job summary/Role description

The Operation Manager mission is to ensure the smooth transition between the commissioning phase under the guidance and responsibility of EPC commissioning organization and the commercial production phase under management & control of the Client organization.

Depending upon Project Contract arrangements, Operation Manager’s mission will commence

by taking over the facilities at Ready for Start Up stage of project completion activities and will

end with the handing over of the facilities to the Client Operation & Maintenance Team after

the successful Performance Test Run and the signature by the Client of the Provisional

Acceptance Certificate.

During this process care and custody of facilities will be transferred from Contractor to Client usually in progressive steps starting from Units/Trains level up to the entire Plant.

The Operation Manager capability of facilitating the transfer of plant operation from EPC Operation Team to Client Operation Team is the key for satisfaction of Contractor contractual obligations jointly with Client desire of achieving the self-reliance required to run the plant according to commercial production budgets. 

He reports to the Commissioning Manager

He is assigned to the Project by COMMISIONING Head of Department.

 

 

 

Duties and responsibilities

- Ensure a smooth handover between Commissioning Team and Operation Team by means

of stabilization and consolidation of systems/ equipment/ units commissioned by  Commissioning Team

· Ensure and concur with Commissioning Manager, the fulfilment of Contractor contractual

obligations up to hand over to Client.

· Facilitate the takeover by Client Operation and Maintenance Team of project facilities

involving Operation and Maintenance Client personnel in the project completion activities

up to hand over including Vendors’ and Licensors’ activities at site until the required self assurance is achieved by Client personnel.

· Switching Project activities focus from objectives (Mechanical Completion, Ready for

Commissioning, Ready For Start Up, Performance Testing, Provisional Acceptance) to

manufacturing objectives as set forth in the Client Production and Operating Budgets.

· Key Performance Indicators (On Stream Factors, Utilization Factors and Capacity Utilization

Factors) and Benchmarking will be the parameters to assess operating performance in

order to improve Plant Operation Reliability and Plant Availability.

· Comply with Client requirements of achieving commercial production targets while

safeguarding Contractors rights.

· Supervise and monitor plant performance by comparing actual achievements with planned

achievements.

Define the daily activities and develop the day by day planning following the priorities

indicated by the commissioning manager.

· Assign the tasks to the supervisors/assistants.

· Ensure that operation activities in field are carried out according to stated procedures and

agreed schedule.

· Interface with maintenance team and direct the maintenance jobs according to the

production priorities.

· Ensure that operation activities in field are carried out according to quality standards and

safety procedures, including adherence to work permit requirements.

· hE/SHE can be the authorized person designated by the site manager to receive or issue a Permit

To Work according to the project Permit To Work Procedure

Depending on the complexity of the Project he can be supported by the Pre-Commissioning

Superintendent (COT) in the execution and coordination of operating duties if the Project

requires this position to be staffed

Person Specification

Knowledge & Qualifications

  • University degree or equivalent Study background.

Experience

  • Management experience for an EPC company in for, at least, two plants as Operation Manager.

  • Must have knowledge of Power Generation & Utilies
  • Must have knowledge in FCC-CRU-NHT-KHT
  • Must have knowledge in CDU-VDU-LPG
  • Plants for the gas treatment
