Job summary/Role description

  • To prepare and to discuss with the Project Director/Project Manager, the Proposal Manager, the Procurement Manager, the Construction Manager and the Project Control Manager, helped by the Project Leader and supported by the Head of Department, the Pipelines Engineering and Design Execution Strategy and ensure completion of Functional Execution Strategies by lead engineers. Integrate pipelines into the overall Project Execution Strategies.

 

 

 

Duties and responsibilities

  • Identify 3rd Party engineering scope of work and manage review and approval of engineering deliverables with the assigned functional leads in line with project schedule.

  • To ensure the overall technical co-ordination system, among the various engineering development project centers (other group subsidiaries, Subcontractors, partners)

  • Manage internal and external interfaces between Pipelines and new and/or existing facilities within the boundary limits identified.

  • Support Interface Manager or acts as Interface Coordinator during the Proposal phase and project execution phase with the aim to obtain the final interface approval of the Pipeline Engineering Package.

  • Support Project Control Manager during the preparation of Pipeline Project schedule and Pipeline budget.

  • Technical oversight of key project deliverables for accuracy and construction information.

  • Manage internal and external engineering and design resources to produce the Pipeline deliverables on schedule and on budget, monitoring progress and performance of project center and subcontractors .

  • Ensure effective technical coordination with clients, other stakeholders or third-party representatives and subcontractors .

  • Ensure compliance with relevant Onshore and Offshore Pipeline codes, standards, HSE guidelines, and best practices.

  • Within the Pipeline project scope, Manage technical aspects of:

    • Risk/Opportunity Management Plan.

    • Management of Change Program.

    • Quality Assurance Program.

  • To define and to attain to, while coordinating and cooperating with the Project Leaders, the procedures, the guidelines, and the technical project’s standards.

  • To adopt technical solutions, which optimize the project’s costs in accordance with the contract’s technical requirements.

  • To manage, with the help of the Project Leaders e Project Engineers, the manhours budget of the project’s engineering activities.

  • To check and manage the project amendments, focusing on minimizing project execution’s delays and costs.

  • To co-ordinate the project design review meetings.

  • To participate to the project’s definition schedule, while involving the Project Leaders and guaranteeing total congruence and feasibility.

  • To ensure her/his technical support to the various Company Management Departments, both during the proposal phase and during the preparation of the necessary project documentation for the job subcontract, and the orders’ suppliers assignment, as well as during the job execution phases.

  • To guarantee the technical interface with the customer, concerning all the project’s issues which can arise and can be significant, in terms of project’s timing realization and in terms of project’s costs.

  • As a department member the PEM responsibilities are:

    • To provide a feedback to the Head of Department concerning the issues and the problems arises from adopting procedures and standard work instructions, in order to improve effectiveness and efficiency in the Department.

    • To promote the professional growth of other internal resources in his own Department or even of other Departments, also holding specific training courses when required, in accordance with his own Department demand.

    • To compare and exchange experiences with his colleagues (PEM) among the Group Companies.

    • To help in the professional growth resources of other Departments also through specific training courses in accordance with his own Department demand.

    • To be up to date about the developments and progressions of his own Department.

 

 

Person Specification

Knowledge & Qualifications

  • Bachelor's or master’s degree in engineering, preferably in Mechanical, Civil, or Petroleum Engineering.

Experience

  • 15 years+ of relevant experience in Managerial role in the Oil and Gas industry, with a focus on pipeline projects.
  • Proven experience in project engineering management, with EPC companies.

  • Experience in managing and leading multidisciplinary engineering teams.

  • Experience working on international projects especially if the EPC company operates globally.

  • Experience in developing and managing project schedules, budgets, and resources.

Skills and Abilities

  • Knowledge of regulatory requirements and permitting processes related to pipeline projects.

  • Ability to identify and solve complex engineering and project-related issues.

  • Strong leadership and interpersonal skills to effectively manage and lead a team of engineers.

  • Strong project management skills with the ability to oversee the entire project life cycle from conceptualization to completion.

  • Excellent communication skills, both written and verbal, to interact with clients, stakeholders, and team members.
