Job summary/Role description

TM and TM Arabia Limited have been awarded two lump-sum turn-key EPC contracts related to a petrochemical expansion at the SATORP Refinery (a JV composed of Saudi Aramco and Total Energies), in Jubail, Kingdom of Saudi Arabia.

 

The overall value of the contracts is approximately USD 2 billion. The contracts relate to the execution of two packages of the complex, namely the “Derivatives Units” package - which includes a butadiene extraction unit, an olefin extraction unit, a methyl tert-butyl ether unit, a butadiene selective hydrogenation unit, a 2nd stage pygas hydrogenation unit and benzene & toluene extraction unit - and the “High Density Polyethylene (HDPE) & Logistic Area” package, which includes two polyethylene units and the relevant product logistic facilities.

 

The project’s scope of work entails complete engineering services, equipment and material supply, construction activities, pre-commissioning, and commissioning, and shall have a duration of approximately 4 years.

 

He/She will perform economic analysis of the received bids during subcontracting activities, in accordance with Construction Subcontracting Procedure and Project specific procedures.

 

 

Duties and responsibilities

  • Tabulate and analyze the quoted unit rates, performing different price analysis including comparison between bidders, cross check of quoted unit rates with prices provided during proposal phase (if applicable) and/or in-house prices data base; analyze also quoted prices on EPC basis, upon key quantity provided by subcontractors, and cross check them with engineering expectations;

  • Analyze quoted Indirect prices with relevant tabulation and evaluation;

  • Analyze Bidders technical documents strictly related with quoted prices (manpower histograms, construction equipment lists, deploy of indirect personnel etc.);

  • Collect and retrieve available data from previous awarded subcontracts of same typology and magnitude, useful to anticipate analysis on expected data, while waiting for subcontractors quotations;

  • Check the clearness, completeness and consistency with Subcontract Documents of the WS from Construction Engineering, WRs/QPLs from Technical Disciplines and availability of Construction Schedules and Budgets from Project Control, reporting results to the Construction Subcontracts Manager for consolidation;

  • Participate, if requested by the Construction Subcontracts Manager, in the preparation of the Inquiry form and Instruction to Bidders, expedite the Bids receipt from Bidders and, following the receipt of bids, participate to the distribution of the Unpriced Quotations to all the involved Functions for analysis and preparation of Technical Bid Evaluation, if required;

  • Prepare Economical Bids Evaluations (preliminary, intermediate and final tabulations) including evaluation of main cost drivers;

  • Attend to and assist the Construction Subcontracts Manager during the clarification and negotiation meetings;

  • Support the Subcontractor Prequalification Coordinator, when required, providing the necessary information to start the project prequalification of the subcontractors invited to quote;

  • Participate, if requested by the Construction Subcontracts Manager, to the preparation of the formal Subcontract;

  • Assist, as required, Construction Proposals during the construction estimating process (quotations tabulations);

  • Take care of the filing and update of an archive of technical and commercial data related to Subcontracts, to be used for the preparation of future subcontract activities.

Knowledge & Qualifications

  • Engineering Degree or Diploma in Civil or equivalent

Experience

  • Relevant experience in a similar role for 5 years as minimum.

Skills and Abilities

  • Attention to detail, excellent communications skills.

  • Fluent English.

  • Experience using Microsoft Windows office package

  • Deep Knowledge and expertise in Microsoft excel

  • Relevant experience in construction/modernization of industrial/Petrochemical sector/EPC projects large plants.

  • Strong interpersonal, team-oriented skills, self-motivation, and direction, with strong bias toward timely performance and problem resolution.
