Job summary/Role description

COT supports the Commissioning Manager in the comprehensive planning, execution, preparation of documentation and handover of facilities to the Client according to project specifications. It ensures the implementation of procedures on-site, operating in strict adherence to quality standards, and health, environmental, and safety regulations while following prescribed procedures. In the absence of the Commissioning Manager, due to leave or business commitments, COT will assume the role of Commissioning Manager.

 

Depending on the project’s complexity, the Commissioning Superintendent might take charge of a single area, unit or the entire pre-commissioning process, under the direction of the Commissioning Manager (CMM). Additionally, COT is prepared to support the Operation Manager (COM) in the execution of operating duties if the Project requires this position to be staffed.

 

 

 

Duties and responsibilities

  • Collaborate with supervisors to establish detailed procedures.

  • Outline daily tasks and create a step-by-step plan based on priorities set by the Commissioning Manager.

  • Allocate assignments to the supervisors and assistants.

  • Ensure the adherence to established procedures and the agreed timeline for all pre-commissioning and commissioning activities.

  • Maintain quality standards and safety procedures among the commissioning team, including compliance with work permit requirements.

  • Coordinate with Commissioning discipline Superintendents (electrical, instrument, mechanical) to complete pre-commissioning and commissioning tasks to allow the hand-over of the project within the target dates and priorities defined with the Commissioning Manager.

  • Check the Test Pack to confirm the punch points, reinstatement point, blind list as specified in the project Test Pack Management Procedure.

  • Contribute to the development and implementation of the plan which considers all the constraints to optimize the overall project schedule.

  • Engage with Client Project Team, Project Management, Subcontractors, Vendors Representatives.

  • Propose to the Commissioning Manager and CVC the needs for mobilization of Vendors specialists. 

  • Organize and oversee on-site activities required to implement the Vendors requirements.

  • Support the Vendors specialists in the execution of the job and coordinate their actions with the Commissioning supervisors.

  • Support the QA Site in implementing the handover system and preparing the Commissioning Documentation Dossier for hand over to the Client.

  • Coordinate with QA the Commissioning Dossier preparation.

  • Attend the Pre-Startup-Safety-Review (PSSR) activities.

  • Develop and foster a working relationship with Client Commissioning Manager to enable a seamless handover.

  • Act as the authorized individual, as designated by the site manager to receive or issue a Permit to Work according to the project’s Permit to Work Procedure.

 

 

Person Specification

Knowledge & Qualifications

  • A bachelor’s degree in engineering.

Experience

  • Minimum of 15 years work experience.

  • Significant experience in a similar position on EPC Oil & Gas projects/ Refinery.
