Job summary/Role description

TM and TM Arabia Limited have been awarded two lump-sum turn-key EPC contracts related to a petrochemical expansion at the SATORP Refinery (a JV composed of Saudi Aramco and Total Energies), in Jubail, Kingdom of Saudi Arabia.

 

The overall value of the contracts is approximately USD 2 billion. The contracts relate to the execution of two packages of the complex, namely the “Derivatives Units” package - which includes a butadiene extraction unit, an olefin extraction unit, a methyl tert-butyl ether unit, a butadiene selective hydrogenation unit, a 2nd stage pygas hydrogenation unit and benzene & toluene extraction unit - and the “High Density Polyethylene (HDPE) & Logistic Area” package, which includes two polyethylene units and the relevant product logistic facilities.

 

The project’s scope of work entails complete engineering services, equipment and material supply, construction activities, pre-commissioning, and commissioning, and shall have a duration of approximately 4 years.

 

The Procurement Quality Control Supervisor will oversee all aspects of quality control and assurance in procurement processes for project, ensuring compliance with both company standards and regulatory requirements. The role requires a high level of expertise in mechanical engineering and quality management systems, particularly in environments governed by Aramco’s standards.

 

 

Duties and responsibilities

  • Develop and implement the procurement quality control plan.
  • Ensure that quality control procedures are in place and adhered to throughout the procurement process.
  • Coordinate with the project quality manager to align the procurement quality plan with overall project quality objectives.
  • Evaluate and select vendors and suppliers based on their ability to meet quality standards.
  • Conduct pre-qualification audits and assessments of potential suppliers.
  • Ensure that vendors comply with applicable project quality requirements.
  • Plan and oversee inspection and testing activities for procured materials and equipment.
  • Ensure that all inspections and tests are conducted according to the relevant standards and specifications.
  • Review and approve inspection and test plans (ITPs) submitted by vendors.
  • Maintain comprehensive records of all quality control activities, including inspection reports, test results, and non-conformance reports.
  • Prepare and submit quality reports to the project management team and client as required.
  • Ensure that all quality documentation is properly controlled and stored.
  • Identify, document, and manage non-conformances in procured materials and equipment.
  • Coordinate with vendors and project teams to implement corrective actions and prevent recurrence.
  • Monitor the effectiveness of corrective actions and report on their status.
  • Continuously monitor and evaluate the performance of suppliers against agreed quality standards.
  • Provide feedback to suppliers on their performance and suggest areas for improvement.
  • Work with suppliers to develop and implement quality improvement plans.
  • Liaise with project teams, procurement personnel, and suppliers to ensure clear communication of quality requirements and expectations.
  • Participate in project meetings to provide updates on procurement quality issues and progress.
  • Facilitate communication between the project team and suppliers regarding quality control matters.
  • Train and mentor procurement and quality control staff on procurement quality procedures and standards.
  • Stay updated with the latest quality control practices and standards and disseminate this knowledge to the team.
  • Ensure compliance with project quality standards and requirements, as well as relevant industry standards and regulations.
  • Stay informed about changes in quality standards and ensure that procurement processes are updated accordingly.
  • Identify potential quality risks in the procurement process and recommend actions to mitigate them.

Knowledge & Qualifications

  • University Degree or Diploma in a relevant discipline or equivalent.

Experience

  • Relevant experience in construction/modernization of large Petrochemical plants/ EPC projects;
  • Strong subcontractors and construction/commissioning management experience in EPC project, Large/XL plants;
  • A minimum of three (3) years directly relating to supervision of vendor inspection activities in the CONTRACT scope of WORK (oil, gas and petrochemical projects).Similar role covered in last three projects of comparable size;
  • Experience working on Contractor side.
