About the project/Role description

The project is planning the expansion of the existing Hamburg Refinery, by adding the following process units and facilities: HVO Unit, pre-treatment Unit, tank farm balance (tanks partially supplied by others), interconnecting lines, new electrical substation and rack room, interconnecting cables between new substation building and existing substation and control room.

HSE Trainer is responsible for HSE training activities. HSE Trainer prepares the content focused on HSE discipline for technical training, conducts HSE safety inductions and briefings, verifies and ensures that all field activities are performed according to the Company HSE Policy, the regulations, standards and procedures, promoting all preventive and corrective action as required.

Duties and responsibilities

  • Identify Project HSE training needs;
  • Develop, organise and coordinate appropriate mandatory HSE training courses for all employees and subcontractors;
  • Deliver on site and classroom based HSE trainings;
  • Ensure that training material is available for all training events;
  • Lead and coordinate training and emergency drill mock and fire prevention/fighting activities;
  • Continuously update training materials for existing courses and manage the development of new material when necessary, including working with subject matter experts and other trainers;
  • Apply changes to the HSE training process and procedures in accordance to the Continuous Improvement approach; 
  • Ensure the training meets company and client requirements, local legislation, and industry best practice;
  • Regularly evaluate the effectiveness of HSE training and develops appropriate training solutions/changes to ensure a high level of quality and competency;
  • Ensure consistency of HSE training activities & documentation across all disciplines;
  • Check that Subcontractors perform their activities in accordance with all the HSE applicable procedures, regulation and standards, promoting all necessary action to ensure that the said procedures and regulations are observed;  
  • Take part in case of work accidents in a full investigation of the event, finalized to the identification of corrective measure to avoid reoccurrence;
  • Undertake additional duties as required to facilitate and enhance Company HSE training activities;
  • Review weekly accident, incident and nearmiss reports to identify training needs;
  • Participate in the Job Safety Analysis (JSA);
  • Prepare and update the Site HSE Statistics, verify the performance versus the Project and corporate HSE Objective, Targets and performance indicators; propose recovery plan in case of mismatch.
  • Submit regular reports to the HSE Manager on the status of the HSE training program.

Knowledge & Qualifications

  • Knowledge and familiarity with HSE recognized standards (i.e. ISO 45001, SSC, OSHA.)
  • Knowledge of local Health and Safety Legislation and Safety regulation
  • Familiarity with Risk Assessment and Risk Control Measures approach to the operation.
  • High Computer skills and capacity to use fluently the main informatic tools.
  • German and English fluent capability in writing and speaking.

Experience

  • At least 5 years of experience as HSE Field Engineer or supervisor in industrial construction works, preferred Oil & Gas.
  • Appreciated high level qualification in the HSE management (e.g. Nebosh, SiFa, etc.).
  • Appreciated degree in engineering or technical discipline.

Able to work under time and target pressure.
