Job summary/Role description

The Telecom System Specialist supports the Site Construction and Commissioning teams in planning, executing, verifying, documenting and handing over Telecom and Infrastructure systems in accordance with project requirements, approved procedures, contractual standards, inspection and test plans, quality requirements and HSE rules. The main responsibility of the Telcom Specialist is to ensure that installation, pre-commissioning, commissioning, integration tests and final handover are performed safely, on schedule and with complete technical documentation.

Duties and responsibilities

  • Support the review of Telecom engineering deliverables, vendor documents, procedures, method statements, inspection records and test forms to verify their suitability for site execution, pre-commissioning, commissioning and handover.

  • Support the planning of Telecom site activities, coordinating priorities, constraints, readiness checks, interfaces and required permits with Construction, Commissioning, E&I, Automation/Control Systems, vendors, subcontractors and the Owner team.

  • Verify that Telecom activities are executed in compliance with approved drawings, specifications, contractual requirements, company/project standards, ITPs, quality procedures, work instructions and HSE rules.

  • Follow up and support field installation for Telecom and Infrastructure systems, Public Address and General Alarm System, Process CCTV System, Local/Wide Area Network, Structured Cabling System, Fiber Optic Network, Radio Systems, Intrusion Detection System, Security CCTV System, Access Control System, Telephone System, interfaces with other systems (e.g. Fire and Gas System), related servers, workstations, cabinets/racks, any active network equipment and associated power/network connections.

  • Coordinate and witness, as required, inspections and tests for cable pulling, fiber and copper terminations, OTDR/continuity/insulation checks, cabinet installation, equipment mounting, power-up, configuration, network connectivity and system integration.

  • Support pre-commissioning and commissioning activities, including SAT/ISAT, functional tests, cause-and-effect or interface verification, integration with control/security systems, communication checks, redundancy/failover tests, performance verification, troubleshooting, start-up assistance and operational readiness.

  • Ensure proper management of punch lists, non-conformities, technical queries, field changes, red-line/marked-up drawings and close-out actions, promoting timely resolution with Engineering, vendors and subcontractors.

  • Assist in managing vendor specialists and subcontractor teams, ensuring effective field execution, alignment with project schedule, availability of materials/tools/spares and timely completion of test records and vendor documentation.

Provide technical support to Construction and Commissioning teams for troubleshooting, corrective actions and site modifications, escalating engineering issues when required and ensuring that final solutions remain aligned with design intent and project requirements.

Person Specification

Knowledge & Qualifications

  • University Degree or Diploma in relevant discipline or equivalent.

Experience

  • Significant experience in the industrial construction of large or XL gas plants.

  • Covered a similar role in at least 2-3 projects of comparable size.

  • A minimum of 7-8 years of relevant experience.
