Duties and responsibilities
|
Lead / participate in
the development and verifies the implementation of the project HSE and Occupational
Health procedures and guidelines. Lead the development,
tracking and ensuring proper implementation of project objectives in the
field of occupational health, hygiene and welfare, provides expertise and
technical inputs. Plan, supervise and
coordinate all work activities related to occupational health, hygiene and welfare,
ensure sustainability and continuous improvement. Develop and support
implementation of project medical emergency response activities. Develop and support
implementation of fitness to work medical assessment process (pre-employment /
pre-placement, pre-enrolment, specific jobs assessments, periodic medical
assessment, referrals for an occupational health assessment for continuing
fitness for work, transfers, service extension, end-of-service and disability
assessments), health screening and surveillance. Develop and support
implementation of the measures to prevent occupational and non-work-related
illnesses, injuries and NADs at project. Prepare and present
regular reports on occupational health, hygiene and welfare to project
management, internal and external stakeholders. Maintain
comprehensive records and documentation. Facilitate and
participate in regular occupational health / medical, welfare committee and
other relevant meetings. Provide insights and
recommendations based on data analysis to support decision-making processes. Participate in project
HSE assurance monitoring program. Arrange, facilitate
and participate in regular occupational health, hygiene and welfare studies,
surveys, risk assessments, audits and inspections. Provide technical
advice, review and approve the reports of occupational health related
studies, surveys, audits and inspections, risk assessment reports, health hazard
registers, medical emergency response plans, drill reports, etc. to ensure
adequate level of occupational health management at project. Investigate reported
suspected / confirmed occupational illnesses, injuries, non-work-related
illnesses, non-accidental death (NAD) cases, health, hygiene and welfare
incidents / occurrences. Identify causes and
provide recommendations to resolve/mitigate areas of concern; provide
technical input into the classification of HSE incidents involving people. Develop, coordinate
and ensure implementing regular occupational health related educational /
health awareness programs for project personnel in collaboration with project
HSE team. Evaluate the
effectiveness of training programs and make improvements as needed. Train and develop the
assigned staff on relevant skills to enable them to become proficient on the
job and deliver the respective project objectives. Familiarize, monitor
changes and ensure project compliance to applicable requirement of latest UAE
Federal laws, regulation, company and project requirements, international
standards (DOH Abu Dhabi, MOHRE UAE, ADAFSA, OSHAD, EPA, IOGP, OSHA, Labor
Laws, FANR, NIOSH etc.). Performs other
similar or related, other additional duties as and when required and as
assigned by project HSE director. Periodic contacts and
interface with all relevant stakeholders (company, subcontractors, 3rd party
personnel, authorities, etc.). Comply with project
HSE requirements, code of conduct, lifesaving rules.

Knowledge & Qualifications
|
Medical Degree / Bachelor’s Degree in Health Science
/ Engineering / Medicine. NEBOSH IGC in
Occupational Health and Safety. NEBOSH Technical
Certificate in oil and gas operational safety.
Mandatory:
Post-graduate Diploma
in Occupational Medicine. Additional post
graduate Membership / Fellowship / Associate Fellowship training in
Occupational Health and / or Hygiene from an international forum /
organization would be an advantage.

Experience

Skills and Abilities
|
Have strong
understanding of the Occupational Medicine principles, Occupational Health
management aspects and issues in the oil & gas EPC business. Ability to lead a team
of project occupational health & medical professionals. Sound understanding of
the HSE management system, occupational health legislative requirements,
industry practices and guidelines. Broad knowledge and
experience in HSE / occupational health audits and inspections. Competency and
technical expertise in:
Medical Emergency Response (First Aid, Medical provision, etc.).
Fitness to work
medicals, health screening and surveillance. Alcohol and drugs. Occupational Health
Risk Assessment (OHRA) – qualitative and quantitative. Occupational Health
Hazards management and monitoring (occupational noise, WBV, HAV, Ionizing and
non-ionizing radiation, chemical hazards, biological hazards, manual
handling, office ergonomics, stress, fatigue, indoor air quality, PPE & RPE
usage, etc.). Heat Stress Management. Food safety management
system, HACCP. Workers Welfare (labor
and human rights, working environment, accommodation, food & water,
safety and security, occupational health & medical provision,
remuneration, salaries, leaves and breaks, overtime, transportation,
communication and committees, pest control, etc.). Contractors management.
Ability
to develop occupational health related procedures and guidelines, medical
emergency response procedures / plans, contractual requirements for medical
provider, training materials and programs. Ability
to analyse incidents, injuries, occupational illness, non-work related
illness, NADs and apply root cause analysis techniques. Ability
to speak, read & write English proficiently with superior communication,
influencing and interpersonal skills. Ability
to demonstrate professional skills in managing his activities within the HSE occupational
health framework. Effective
interpersonal and verbal & written communication skills. Strong
analytical skills. Valid
UAE Driving license is an advantage.
