    Construction Mechanical Completion Junior Engineer (Turnover Engineer) ensures the execution of all aspects related to mechanical completion, both in home office and at site.

 

 

Duties and responsibilities

  • In case of MILEMATE utilization in a specific project, he / she will follow all MILEMATE activities for the specific project, interfacing with mechanical completion leader.

In home office, his / her main responsibilities are:

  • To set up the construction / pre-commissioning / commissioning master ITP models.
  • Cooperate with mechanical completion coordinator, engineering and commissioning team to ensure that all the deliverables required to build the completion database are in line with the contractual requirements (TAG list / family TAG list / system and subsystem list / check sheet and ITP).
  • To upload in MILEMATE the information prepared by the engineering functions like NPS / NPD / PD system definition, construction, pre-commissioning and commissioning ITP project models, discipline tag extraction.

At site, operatively reporting to the mechanical completion coordinator or, if not present, to the construction Quality Manager, his / her main duties and responsibilities are the following:

  • To receive (by discipline supervisors or quality construction inspectors) original punch list, recording them on the punch list record logbook and assuring their insertion in MM.
  • To take care of the punch list progress, maintaining the updated report of the closed items, monitoring the status of pending priority punch list in each subsystem and keeping construction management informed, and addressing discipline supervisors / subcontractors punch list close-out as per given priority by the pre-commissioning group.
  • To take care of the provision of punch lists printouts to supervisors, as well as of the collection of approval signatures from the responsible, once the field works have been completed.
  • To monitor discipline completion, issuing the discipline acceptance certificate according to handover procedure, when a discipline is completed within a subsystem.
  • To monitor field completion dossier status for each subsystem / system, issuing the subsystem / system ready for commissioning certificate according to handover procedure, when the subsystem / system is completed.

Job summary/Role description

HSE Deputy Manager reports to the HSE Manager and when HSE Manager is not on-site reports to the Site Manager.

Activities and main responsibilities

  • Support and monitor the implementation of the MAIRE group HSE Policy and HSE Management System at site.

  • Perform the Job Hazardous Analysis (JHA) and participate in the Job Safety Analysis (JSA).

  • Verify the adequacy and application of the Site HSE Plan and all related procedures, preparing any revisions.

  • Update the HSE documentation during all the construction phases when deemed necessary.

  • Check that Subcontractors perform their activities in accordance with all the HSE applicable procedures, regulation and standards, promoting all necessary action to ensure that the said procedures and regulations are observed.

  • Organize, plan, and participate in periodical HSE walkarounds, inspections, and audits on site, prepare all the relevant reports, action plans, verify the follow-up, and the timely execution of the corrective actions.

  • Organize and coordinate the HSE Training activities on site.

Knowledge & Qualifications

Minimum Requirement:

  • NEBOSH General Certificate (GC) or International General Certificate (IGC).

  • Diploma in Safety/HSE.

  • Any other recognized HSE certifications.

Desired Qualifications:

  • Lead Auditor Certification in ISO 14001, ISO 45001, or equivalent.

  • Additional HSE training or certifications will be considered an advantage (e.g., OSHA, IOSH, etc.).

Experience

  • Minimum 12-15 years in relevant HSE roles, with at least 5 years specifically managing and implementing HSE and welfare standards within the oil and gas industry.

  • A minimum of 2 years as an HSE Manager in previous roles.

  • For complex or smaller-scale projects, the group company may relax the experience requirements based on specific project needs. 

Skills and Abilities

  • Fluent English;

  • Excellent IT and analytical skills;

  • Proven ability to lead and manage a team of HSE professionals, including HSE Engineers, Senior HSE Officers, and HSE Officers.

  • Strong understanding of HSE Management Systems and comprehensive knowledge of HSE legislative requirements.

Job summary/Role description

He/she is fully responsible for the design development and integration of the whole Building activities within a project, reporting to PEM or, if present, to the Plant Design Manager, and may coordinate other Engineers, Specialist and Draftsmen. He/she leads, when deemed necessary, the relevant detail design activities and services connected to procurement, construction and commissioning of the disciplines within Buildings, as requested by the Head of Department.

  • Guarantee the quality of the documentation prepared relevant to all the Building technical disciplines, in accordance to the Project contractual requirements, the budget assigned and the schedule;

  • Prepare and discuss with the Project Team (Project Director/Project Manager and Project Engineering Manager) and with the Head of Department the execution strategy of the project (including the project schedule) and assure its application throughout the entire project life. For specific topics involving high level of expertise, the Building Design Project Leader is assisted by Group Leaders;

  • Guarantee the coordination with the other Project Leaders on the projects, and coordinate the different engineering centres involved (particularly TCMPL) for the Buildings activities, to ensure harmonization in processes and tools and to create a common approach;

  • Supervise the multi-disciplinary engineering activities of Buildings on the assigned projects and the related critical engineering cycles attaining to the contract’s budget, as well as to the project’s execution timing;

  • Report to the Site Manager

  • The Construction manager coordinates all Discipline Supervisors in managing Subcontractor’s activities. In particular, she/he updates and develops detailed Construction schedules, optimizing sequences and limiting any overlapping. She/he replaces the Site Manager in the latter’s absence.
